I have examined and tested the new talents thoroughly and assembled the best Cataclysm Paladin leveling spec below. By using these talents, you can be sure that your leveling speed is maximized.

It should not be a surprise to anyone that the best Cataclysm Paladin leveling spec involves speccing into Retribution.

If you do not like to play a Retribution Paladin - do not worry. Once you hit level 85 you can always spec back to Holy or Protection. With the Dual Spec feature you can always keep your group spec (if you want to do 5-mans) and your leveling spec on different tiers so you can easily flip between them.

Levels 10-19:

3/3 Crusade
2/2 Improved Judgement
1/2 Pursuit of Justice

Crusade signficantly boosts damage and Improved Judgement gives Retribution Paladins a much-needed ranged attack. Pursuit of Justice speeds up leveling time significantly by increasing movement speed.

Levels 20-29:

2/2 Pursuit of Justice (was already at 1/2 from last level)
3/3 Rule of Law
1/1 Communion

Rule of Law is a great damage booster to Crusader Strike. Communion is amazing as it increases your damage by 5% outright and improves mana regeneration.

Levels 30-39:

1/1 Divine Storm
2/2 Long Arm of the Law
1/3 The Art of War
1/1 Seals of Command

Divine Storm deals less damage than Templar's Verdict versus a single target, but is a great Area of Effect attack when you are fighting several monsters at once. The Art of War is another good talent which we will cap off shortly.

I prefer 2/2 in Long Arm of the Law as you can use it to increase movement speed between monsters. It might not seem like much, but that speed boost will save you an incredible amount of time - much more time than you could make up for by increasing your damage dealt. I truly believe this belongs as part of the best Cataclysm Paladin leveling spec.

Seals of Command increases your damage by about 5% and gives you a second Area of Effect attack when using Seal of Righteousness. This is another must-have talent.

Levels 40-49:

1/1 Sanctity of Battle
1/1 Rebuke
3/3 The Art of War (was already at 1/3 from a previous Tier)
1/1 Repentence

Sanctity of Battle will have increasing benefits as your gear gets better. Rebuke helps reduce the amount of damage you take from spellcasters and gives you a decent interrupt. The Art of War increases damage dealt and Repentence is a good crowd control ability that will make questing easier. 

Levels 50-59:

2/2 Divine Purpose
3/3 Sanctified Wrath

Both of these abilities increase your damage significantly.

I am not a fan of Selfless Healer or Inquiry of Faith. You will not be healing other people when soloing quests (Selfless Healer) and you will not be using Seal of Truth when leveling. You also do not get Inquisition until level 81 which makes Inquiry of Faith worthless.

Levels 60-69:

3/3 Inquiry of Faith
1/2 Eye for an Eye
1/1 Zealotry

Inquiry of Faith is a bit of a filler talent; it is not very useful until level 81 when you get Inquisition. Eye for an Eye is another filler talent which will increase your damage slightly.

Zealotry is actually a decent talent and can improve your burst damage, especially when combined with Avenging Wrath.

Levels 70-79:

3/3 Judgements of the Pure
2/3 Seals of the Pure

The benefit of both of these talents is obvious. The haste granted by Judgements of the Pure stacks nicely with Sanctity and Seals of the Pure is a decent damage boost.

Levels 80-85:

3/3 Seals of the Pure (from 2/3 last tier)
2/2 Eternal Glory
2/2 Improved Hammer of Justice

Improved Hammer of Justice is huge for Retribution Paladins; a 6 second stun every 40 seconds is great. Eternal Glory is just a matter of preference; this is a cheap instant heal and Retribution Paladins can always use more Holy Power.
