For leveling Rogues, there is no spec that is better than Combat. The ease at which you can kill monsters and complete quests rapidly makes Combat the clear winner.

Lining up to use daggers (assassination) simply takes too long and is not effective. Subtlety is simply too weak and misses out on great talents like Blade Flurry which make leveling up much easier.

Adrenaline Rush is amazing now as it increases attack speed by 20%. Stack that with Slice and Dice and Lightning reflexes for a huge damage burst.

1/3 Bandit's Guile

Savage Combat is a great talent that should boost your damage by about 5% for just two points. Throwing Specialization is simply a personal preference ability and you could easily substitute this for something like Improved Kick or Improved Sprint.

Bandit's Guile can significantly boost your damage when timed well with Adrenaline Rush.

Levels 60-69

3/3 Bandit's Guile (were already at 1/3 last tier)

Restless Blades is a neat talent and if you are raiding or doing a dungeon you can seriously decrease the cooldown on a lot of your high-damage abilities. Killing Spree also dishes out a lot of damage especially when fighting a lot of weak mobs, which is common when questing.

Levels 70-79

2/2 Deadly Momentum
3/3 Lethality

While not recommended for raiding on PvP, Deadly Momentum is an excellent leveling talent. You get practically a free critical hit each time you fight a new mob and you save energy and combo points on Recuperate and Slice and Dice.

Lethality is a core Rogue talent and significantly improves your burst damage.

Levels 80-85

2/2 Quickening
3/3 Restless Strikes

Quickening is great for leveling up as it helps you run faster and get from quest area to quest area faster. Restless Strikes is another core Rogue ability and results in a significant damage boost. The tooltip might not seem flashy but it significantly improves Rogue damage!
