The best talent tree for Shamans looking to level up quickly is Enhancement. Even if you do not want to play as an Enhancement Shaman, you will should spec Enhancement while leveling up.

You can always respect to Restoration or Elemental once you reach the level cap. You can even use the Dual Spec function to keep your preferred spec handy in case you want to participate in a dungeon or battleground.

Enhancement without a doubt is the best leveling spec for Shamans. The mana-regen talent on melee swing is fantastic and keeps the Shaman's mana pool full. Early access to a fast Ghost Wolf and movement speed talents make running between quests a breeze, and the Shaman's high damage output, healing spells, and dispells make it a highly effective class.

Best Shaman Leveling Spec Level By Level

Levels 10-17

2/2 Elemental Weapons
3/3 Focused Strikes

Both of these talents are huge DPS increases for Enhancement Shamans. I do not think any class gets such a big benefit from its first five talent points.

Levels 19-27

2/2 Ancestral Swiftness
3/3 Flurry

The 15% movement speed increase from Ancestral Swiftness combined with the instant cast Ghost Wolf make leveling much faster. Flurry is a nice damage booster as well and is constantly going off, especially as you get better gear.

Levels 29-37

1/1 Stormstrike
3/3 Static Shock
1/3 Elemental Devastation

Stormstrike is a core talent and is a sizeable damage increase over Primal Strike. Additionally, Static Shock is a nice damage increase on Stormstrike and even has a solid chance to crit thanks to the effect of Stormstrike.

Levels 39-47

3/3 Elemental Devastation (1 point from previous tier)
3/3 Improved Shields

Elemental Devastation is now a solid talent thanks to Stormstrike. Prior to Stormstrike, spells did not crit enough to make this talent worthwhile. Now that we are boosting Lightning Shield's damage with Stormstrike and Static Shock, it is also worth picking up Improved Shields.

Levels 49-57

1/1 Shamanistic Rage
2/2 Unleashed Rage
2/3 Searing Flames

Shamanistic Rage is a great talent and helps restore some of the Shaman's mana. Due to the short cooldown, it literally increases your effective damage dealt from anywhere from 8-15%, so it is one of your best-spent talent points.

Unleashed Rage also not only increases your allies attack power but also increases your attack power by 10%, making it another solid damage boost.

Searing Flames does not appear useful at first, but it becomes a solid talent choice when you add in Improved Lava Lash.

Levels 59-71

3/3 Searing Flames (2 pts in this talent already from previous levels)
3/3 Maelstrom Weapon
2/2 Improved Lava Lash
1/1 Feral Spirit

With these talent points, we finish up in the Enhancement tree. I actually prefer to spend 32 points in Enhancement rather than 31, as I really the extra point in Improved Lava Lash and Maelstrom Weapon are worth it.

Levels 73-85

3/3 Concussion
3/3 Acuity
1/2 Convection
2/2 Reverberation

While the Enhancement tree is pretty solid, the support talents for an Enhancement Shaman are not the best the world. Acuity is nice for the 3% increase in crit rate. Concussion increases your Shock damage slightly, while Reverberation decreases the cooldown. Reverberation is actually nice as it drops the cooldown on Earth Shock by a second.

Convection is simply a filler talent that I chose arbitarily; feel free to spend your final few talent points where you see fit.

Conclusion

Without a doubt, this is the best Shaman leveling spec. Given that it is updated for 4.0 and Cataclysm, you should do not have to worry about not knowing what to spec when working towarsd 85. Now that you have a good spec, the only other recommendation I have is to pick up Dugi's Ultimate WoW guide which can significantly improve your leveling speed.
